This NAVRESFOR message announces Commander, Navy Reserve Force (CNRF) policy and guidance for fiscal year 2019 (FY19) Meritorious Advancement Program (MAP) for Selected Reserve (SELRES) Sailors. 2. This NAVRESFOR supersedes reference (a)and(b). 3. MAP intent. This NAVRESFOR provides policy and guidance for the FY19 MAP season. We continue to refine and improve the program to further empower command triads to recognize their most highly talented Sailors through immediate advancement. Changes announced in reference (a) with respect to the Meritorious Certification Letter (MCL) and reduction of the 2-year time-in-rate (TIR) to 1-year TIR for all E-6 MAP candidates, are still applicable. 4. MAP eligibility. MAP is open to all Sailors who meet advancement eligibility requirements and are in a valid pay billet. a. MAP open season will take place from 1 July 2019 to 31 August 2019 for SELRES only. This will be the only MAP season. The effective date of advancement is the date of the Commanding Officer's (CO) MCL or 1 July 2019, whichever is later. Commands are encouraged to begin their MAP selection process and submit their MCL as early as possible to ensure Sailors are advanced and paid expeditiously. b. MAP redistribution season will take place from 1 September to 30 September 2019. The effective date of advancement is the date of the CO's MCL or 1 September 2019, whichever is later. c. Sailors can only be meritoriously advanced one paygrade. Sailors in a frocked status are not eligible for advancement to the next higher paygrade until effectively advanced (i.e., frocked E-5 cannot be meritoriously advanced to E-6). However, CO's are authorized and encouraged to MAP frocked Sailors who are deserving and were selected for advancement from the Spring 2019, Cycle 104, Navy Wide Advancement Examination provided they have not reached their effective pay date (i.e., a frocked E-5 can be meritoriously advanced to E-5; refer to member?s profile sheet for effective pay date). Sailors must have the following TIR in paygrades E-1 to E-5 for MAP advancement eligibility: (1) E-6: 1 July 2018 - waiver from the BSO is required (2) E-5 and below: no TIR requirement d. Mobilized reservists. Sailors who are currently mobilized are eligible to compete for a SELRES MAP quota. Mobilized reserve members are not eligible for AC/FTS quotas. Nomination packages may be submitted by the member?s mobilization command, but must contain an endorsement from the member?s respective Navy Reserve Unit (UMUIC) Commanding Officer. 5. MAP quotas. The list of MAP quotas by UIC for commissioned units and by Reserve Component Command (RCC) for augment units can be found on the Navy Reserve Homeport website at https://private.navyreserve. navy.mil/cnrfc/pages/map.aspx. MAP quotas are allocated as follows: a. SELRES commissioned units. Quotas for commissioned units are based on each individual unit?s E-4 and E-5 BA. For open rate MAP, units must submit their Sailor?s MCL directly to the CNRF points of contact (POC), listed in part 9, below. b. SELRES augment units. Each RCCs quotas are based on E-4 and E-5 BA for the augment units within their area of responsibility. Each augment unit will compete for quotas within their respective RCC. Each RCC will provide additional submission guidance on their MAP board for respective augment units. For open rate MAP, units must submit their Sailor?s MAP package and MCL to their RCC. c. Commissioned units on the SELRES quota listing that did not receive a command quota, and have an eligible candidate, may submit a nomination to compete for one E6 and one E5 MAP quota. 6. MAP rates. a. The following SELRES rates are closed rates: ABF1, AC1, AD1, AO1, AT1, AWR1, AZ1, BU1, CE1, CS1, EA1, EM1, EN1, EOD1, ET1, ETR1, GM1, GSE1, GSM1, LN1, LS1, MC1, MM1, MN1, MR1, ND1, PS1, RP1, SH1, STS1, YN1, AC2, AD2, AG2, AM2, AME2, AT2, AZ2, CS2, CTN2, CTR2, EM2, EOD2, GM2, GSM2, LS2, MC2, PR2, PS2, SH2, STG2 b. The following thirteen SELRES rates are open rates: ETV1, FT1, ITS1, MMW1, SO1, AWO2, ETR2, ETV2, FT2, GSE2, ITS2, MMA2, MMW2 c. All other rates not listed in part 6(a) and 6(b) are designated as controlled rates. 7. Timeline. a. 1 May 2019: Deadline for augment units to submit quota packages to appropriate RCC. RCCs will provide submission guidance. b. 29 May 2019: All packages listed below are due to CNRF via the drop box tab on the Navy Reserve Homeport website at https://private.navyreserve.navy.mil/cnrfc/pages/map.aspx. (1) Commissioned unit controlled (2) Augment unit controlled - uploaded following the completion of echelon 4 RCC board c. 10 JUN 2019: SELRES commissioned and augment units controlled quotas board convenes. d. 1 JUL 2019: Earliest date to MAP Sailors in open rates once validation is received for those commands that generated command MAP quota(s). 8.
